Welcome remarks for the visit of JAIPA Study Team
Mr. Kitamura, Distinguished delegates, Commissioner Chen, Commissioner Teng and colleagues, good afternoon.
As Chairperson of NCC, I would like to express our warmest welcome to the JAIPA Study Team for visiting Taiwan and the NCC.
For years, there has been a strong connection between Taiwan and Japan, and today’s event is just one demonstration of this. Asides from today’s exchange with NCC, the opportunity for you to communicate with TWIA, TWNIC and related telecommunications operators in Taiwan has also been arranged. I am confident that through these engagements you can feel the energy and warm hospitality of Taiwan.
This February I participated the GSMA Mobile World Congress(MWC). The Director General of GSMA, Mats Granryd, expressed his views on “ENTERING THE AGE OF INTELLIGENT CONNECTIVITY” on the eve of MWC. Here is an excerpt from his speech: “to be truly life-changing, though, artificial intelligence requires hyper-connectivity, offering ultra-high speed and ultra-low latency. These two megatrends, combined, are ushering in a new era for our industry — an era of ‘intelligent connectivity’. This era will be defined by highly contextualised and personalised experiences, delivered as and when you want them.” Deepening into his message, we know for sure that we are entering a generation where digital devices are growing exponentially, such as multi-screen and diverse audiovisual media, as well as the IoT world empowered by AI. The underlying transformative force is intelligent connectivity which ties up all these facilities, technologies and data.
From NCC’s perspective, we thoroughly comprehend the importance of reinventing our regulatory systems, with aims to fully leverage the capabilities of intelligent connectivity, as well as to drive innovation and stimulate investment. This includes the timely preparation and planning of spectrum usage under appropriate conditions. But perhaps the most important thing is the capacity building of government in digital governance, which will have profound impact on the dynamic digital economy in order for it to be further prosperous. The transformation driven by the establishment of the “Broadband Internet Society” is actually not only “digitalization”, but a new way of thinking and re-construction which affects all the government operations, industry ecosystems and business model, as well as all levels of our daily life.
For example, the recent controversy and debates sparked by large-scale technology giants’ community norms and codes, privacy and personal data protection, data utilization, innovative operating models, and even the future definition of “market” and “monopoly” that will all become the challenges we must face together in the future.
As widely recognized, JAIPA aims to promote the robust development of the Internet industry, enhance the development of the ICT industry and make the Internet more convenient; these aims are completely in line with NCC’s policy.
JAIPA’s considerable experience in mobile communications, information security, telecom business and consumer protection, internet governance, IP network technology, among other things, is noteworthy.
We also know JAIPA pays close attention to the measures and related regulations in online intellectual property. Therefore, we can be confident that through this exchange, both sides can benefit and strengthen our friendship, as well as contribute to the digital economy and Internet ecosystem of our two countries. Finally, I wish this event a great success and all of you have a pleasant and fruitful stay in Taipei.
