5G is not just about faster broadband and lower latency. It’s also about enabling the next-generation of innovation and entrepreneurship in Taiwan and will make the next digital leap — a true digital transformation — possible
President of Greater China Market, Mike Wang; Leaders of Nokia, Distinguished speakers, Ladies and Gentlemen, good morning:
It’s a great pleasure to be with you here today at the Nokia Telecom-Market Forum2018.
It’s fair to say that much of what we do is for the next generation; the younger people in our families often motivate our purpose and legacy so that we prepare and do as much as possible to provide a better and more prosperous world for them. After all, the next generation is fast approaching!
Over the past year, 5G has been steadily transforming from what was once visionary, into what is now reality. Development is well underway. Certain countries have already announced 5G spectrum auctions to be held this year. And we can see the continuous and strong commitment of Nokia here and will introduce to us today.
Likewise, the NCC is also committed to the next generation — a generation that will be smarter and faster, a generation that will bring us much closer. In Taiwan, NCC has undertaken spectrum planning with other government agencies in order to launch 5G services in late 2019 or early 2020.
With that in mind, I would like to share the strategy of NCC for seizing opportunities that 5G bring, meanwhile demonstrating our commitment. To accomplish this, our strategy encompasses four main areas: (1) spectrum, (2) numbers and IP addresses, (3) infrastructure, and (4) regulation.
Turning first to spectrum, after all, 5G could not happen without it. In order to prepare for the launch of 5G services in Taiwan late 2019 or early 2020, the NCC is actively exploring ways to make additional spectrum available and has recently initiated public consultations on 5G spectrum planning.
The second area of concern is numbers and IP addresses. 5G is on the horizon, and IoT is taking the center stage because millions or even more devices are expected to form a major portion of the 5G network. In view of this, NCC has assigned 13.5 million E.164 numbers to the all 5 mobile operators in Taiwan mainly for NB-IoT use. In addition to numbers, NCC has also strived to raise the penetration of IPv6. With the cooperation and support of telecom operators, Taiwan’s IPv6 penetration rate has increased from 0.38% at the end of 2017 to the 11.5% as of June 1 2018, an incredible growth in just over six months and has become an impressive benchmark of public and private partnership and cooperation.
Now turning to the third area of our strategy: infrastructure. The NCC has amended infrastructure rules to facilitate the deployment of small cells, which unlike the present 4G network, will be a key requirement for 5G. Of course, 5G infrastructure isn’t just about small cells. Most importantly, security is critical to 5G and IoT success. In this regard, NCC has proactively strengthened Taiwan’s security inspection capability through a four-year program to build a network environment that we can fully trust.
The comprehensive deployment and provision of services for the future 5G telecommunications network will demonstrate the digital transformation driven by the broadband society, which will lead the digital economy through the reform of the industrial legal system and the adjustment of regulations in various fields. Paradigm shift and steady development, this is the positioning and vision of the NCC will also be the national telecommunication supervision agency.
The fourth aspect of our strategy is the adjustment of regulation. As you may know, 5G is not just about faster broadband and lower latency. It’s also about enabling the next-generation of innovation and entrepreneurship in Taiwan. We believe that the 5G network will be the backbone that makes the next digital leap — a true digital transformation — possible.
Undoubtedly, the regulatory paradigm shift will play an important role in boosting the digital economy. In line with the global trend, NCC has been aggressively modernizing and updating our existing rules. For example, The Telecommunications Management Act and the Digital Communications Act have already been drafted and are presently being reviewed by the Legislative Yuan. Simply put, updated regulations will allow us to adopt a appropriate approach so as to encourage investment and innovation throughout our entire internet ecosystem.
In short, NCC’s approach to broadband policy and the digital economy will be practical. NCC is committed to enhancing these practicalities and cooperating closely with all 5G stakeholders, from mobile operators, network vendors and manufactures and so on, in order to ensure that all can truly benefit from a fruitful future.
